The link cells algorithm in DL_POLY_2 cannot work with less than 27 link
cells. Depending on the cell size and the chosen cut-off, DL_POLY_2 may
decide that this minimum cannot be achieved and terminate.
Action:
If a smaller cut-off is acceptable use it. Otherwise do not use link
cells. Consider running a larger system, where link cells will work.
